Staff, as defined above, British subjects and Chinese subjects shall be engaged, provided they possess the necessary qualifica- -tions and are technically competent, and they shall be appoint- -ed by the General Manager, or the Board of Control, in accord- -ance with the powers vested in each by the Code of Procedure. Their agreements shall conform to the usual practice and the conditions of service as laid down in the Code of Procedure.
Capital Cost.
8. Capital Cost shall be the cost of survey, private land purchased or resumed (neglecting capitalization of loss on Crown Rent), and construction, rolling stock, and
equipment of the two Sections, together with the interest upon the outlay involved therein prior to the date of opening for through traffic, and loss on exchange, together with such extra cost as shell after opening be decided by the Board of Control
to be necessary to bring either section up to the standard of
working of the other. The capital cost of each section as above defined shall be agreed upon by the two Governments.
The account kept of all such cost shall be
known as the Capital Account.
Capital Tenditure.
9. Subject to the provisions of Article 13 all
new works and additions to, and alterations in, existing structures shall be met by appropriations made for that purpose
by each Government in respect of its own Section, on a fore-
-cast submitted by the Board of Control, and expenditure met by
such appropriations shall be known as Capital Expenditure:
provided that in cases of rebuilding the difference of cost
only between the new and the old shall be a debit to Capital
Expenditure, unless the structure is abandoned and rebuilt in
a new place, when the whole cost of the new structure shell be
debited to Capital Fapenditure.
